Windows Server 2025 16-Core Licensing

Windows Server Standard uses Microsoft’s Per Core/CAL licensing model. For a physical server, the required number of core licences is based on the number of physical cores, subject to Microsoft’s minimum licensing requirements for each physical processor and for the server as a whole.

A 16-core licence pack can cover the minimum server-level core requirement for qualifying hardware with up to 16 physical cores, provided the hardware configuration also meets Microsoft’s applicable processor-level minimums. Servers with more than 16 physical cores require additional core licences.

Standard Edition Virtualisation Rights

When all physical cores on the server are correctly licensed, Windows Server 2025 Standard provides rights to run up to two Operating System Environments (OSEs). Microsoft also permits a physical OSE to be used for hosting and managing the virtual OSEs under the applicable licensing conditions.

If additional virtual OSEs are required, the Standard edition can be licensed again for the same server in accordance with Microsoft’s licensing rules.

For current licensing information, review Microsoft’s Windows Server 2025 licensing guidance.

What the 5 User CALs Provide

A Windows Server User CAL grants one assigned user the right to access appropriately licensed Windows Server software. It does not include the server operating system itself and does not increase the number of licensed physical cores.

User CALs are useful when one person needs access from several devices. A licensed user can access the server from a desktop, laptop, tablet or other eligible device, subject to Microsoft’s licensing terms.

This package includes five User CALs. If more than five users require access to the server, additional User CALs will normally be required. Microsoft also offers Device CALs for environments where several people share a smaller number of devices.

For more information, see Microsoft’s Client Access Licensing guidance.

Business Workloads and Server Features

Windows Server 2025 Standard is designed for professional server environments and supports services such as Active Directory Domain Services, centralised authentication, file storage, print services, DNS, DHCP and compatible line-of-business applications.

The platform also includes Hyper-V technology for virtualised workloads together with security and management capabilities for modern Windows Server deployments. Feature availability can depend on server hardware, configuration and the specific roles being used.

Who This Package Is For

Windows Server 2025 Standard with 5 User CALs – 16 Core is suitable for small businesses, offices and IT environments that need a Windows Server 2025 Standard deployment with access rights for five named users.

It can be used for domain services, centralised file storage, application hosting and lightly virtualised environments. Organisations planning more than five users, more than two virtual OSEs or a server with more than 16 physical cores should review the additional licensing required before deployment.
