16-Core Windows Server Licensing

Windows Server Standard is licensed by physical core when using Microsoft’s traditional physical-core licensing model. Microsoft requires all physical cores on the server to be licensed, subject to a minimum of 8 core licences per physical processor and a minimum of 16 core licences per server.

A 16-core licence therefore covers the minimum server-level core requirement for qualifying hardware with up to 16 physical cores, provided the server also meets Microsoft’s processor-level minimums. Servers with more than 16 physical cores require additional core licences.

Standard Edition Virtualisation Rights

When all physical cores on the server are properly licensed, Windows Server 2022 Standard provides rights to run up to two Operating System Environments (OSEs). Microsoft also permits a physical OSE to be used to host and manage the virtual OSEs under the applicable licensing conditions.

If you need more virtual OSEs, additional Windows Server Standard licensing is required for the same server in accordance with Microsoft’s licensing rules.

Client Access Licenses Are Required Separately

This product does not include Windows Server User CALs or Device CALs. CALs provide access rights for users or devices connecting to appropriately licensed Windows Server software.

User CALs are typically suitable when one person needs access from multiple devices. Device CALs can be more suitable when multiple users share the same device. The number and type of CALs required depends on how your organisation accesses the server.
