Windows Server 2025 Standard 16 Core + 10 User CALs combines a Windows Server 2025 Standard 16-core licence with ten Windows Server User CALs for organisations that need a modern Microsoft server platform with licensed user access.
Windows Server 2025 Standard is designed for business workloads such as Active Directory, file and print services, DNS, DHCP, application hosting and virtualisation. The included ten User CALs provide access rights for ten licensed users, with each licensed user able to access the server from multiple devices, subject to Microsoft’s licensing terms.
Core coverage, CAL assignment, transfer and reactivation rights are subject to Microsoft’s applicable licence terms and product conditions.
Windows Server Standard uses Microsoft’s Per Core/CAL licensing model. When licensing a physical server, the required number of core licences is based on the number of physical cores, subject to a minimum of 8 core licences per physical processor and a minimum of 16 core licences per server.
A 16-core licence pack therefore covers the minimum server-level requirement for qualifying hardware with up to 16 physical cores, provided the server also meets Microsoft’s minimum per-processor licensing requirement. Servers with more than 16 physical cores require additional core licences.
When all physical cores on the server are correctly licensed, Windows Server 2025 Standard permits use of the server software in two Operating System Environments (OSEs). Microsoft also permits one running instance in the physical OSE in addition to the two virtual OSEs when that physical instance is used solely to host and manage the virtual OSEs.
If you need additional virtual OSEs, Standard edition can be licensed again for the same server in accordance with Microsoft’s licensing rules. This is commonly referred to as stacking licences.
For current licensing details, see Microsoft’s Windows Server 2025 licensing guidance.
A Windows Server User CAL grants one assigned user the right to access appropriately licensed Windows Server software. It does not include the server operating system itself and does not increase the number of licensed server cores.
User CALs are useful when employees access Windows Server from multiple devices. One licensed user can access the server from different devices such as a desktop, laptop or tablet, subject to the applicable Microsoft licensing terms.
This package includes ten User CALs. If more than ten users require access, additional User CALs will normally be required. Microsoft also offers Device CALs for environments where several users share a smaller number of devices.
Microsoft explains the distinction between User and Device CALs in its Client Access Licensing guidance.
Windows Server 2025 Standard supports common enterprise and small-business infrastructure roles, including Active Directory Domain Services, centralised authentication, file storage, print services, DNS, DHCP and compatible line-of-business applications.
The platform also supports Hyper-V for virtualised workloads and includes security and management capabilities intended for modern Windows Server environments. Available features can depend on hardware, configuration and the role being deployed, so server compatibility should be checked before installation.
Windows Server 2025 Standard 16 Core + 10 User CALs is suitable for businesses and IT teams that need a Windows Server 2025 Standard deployment with access rights for up to ten licensed users.
It can fit offices deploying a domain controller, centralised file server, application server or a lightly virtualised environment. Organisations planning more than two virtual OSEs, more than ten users or a server with more than 16 physical cores should review the additional licensing required before deployment.
This product is delivered digitally. After payment confirmation, licence information and installation or activation guidance are sent electronically. No physical disc or boxed product is shipped.
Please confirm your server’s processor and physical-core configuration, required number of users and intended virtualisation setup before purchase so that the licensing configuration matches your environment.
If you need a smaller CAL bundle, see our Windows Server 2025 Standard 16 Core + 5 User CALs option.
slmgr /ipk followed by slmgr /ato in an elevated command prompt.
This package suits small offices where up to ten people access file shares, Active Directory or line-of-business apps on one server. Each named user needs a User CAL, so ten CALs cover ten users on any number of devices. With five users or fewer, Windows Server 2025 Standard with 5 User CALs costs less.
This package combines one Windows Server 2025 Standard 16 Core licence with 10 User CALs. Windows Server 2025 Standard 16 Core covers one server with up to 16 physical cores. If your server has more cores, add Windows Server 2025 Standard 16 Core licences until every physical core is licensed.
Mainstream support until 14 November 2029 and extended support until 15 November 2034.
User CALs suit staff who use several devices. Device CALs suit shared devices used by many people in shifts.
Only if users connect through Remote Desktop Services. RDS CALs are sold separately.
